You get this achievement for clearing all the manufacturing objectives in the Khan's Scar area of the map. There will be 7 icons to clear, and clearing them will also give you the intel needed to find Khan's Central Core. (The icon is green and looks like a factory with a smokestack btw)
Khan's scar is an area of the map on the left side, and I recommend taking explosive weapons. I think each objective had an ammo refill to use, so I was able to clear them in 1 sweep of the area. I wish you the same luck!

There’s a total of 7 Manufacturing Objectives you must find and complete within New Providence. The Plant icon will naturally show up on the map as you travel around it.
