An easy skill to max out is the Strength. Use Commander Jaxson (Terry Crews) as your agent for the 10% boost for your strength.
As you progress through the story, you'll eventually get the opportunity to become a high alert target and initiate lockdowns by performing a lot of carnage. The easiest way I found to initiate them was to find a roaming convoy and destroy it. Most of the time this would put my agent on alert.
Once the alert or lockdown begins, just melee kill everything they throw at you and you will rack up the xp. I'm not sure if difficulty matters, but I did this on agent.
I went from 5.50 to 6, which is when getting xp really begins to grind, in less than an half hour. So doing this, on top of the strength you already accumulated, will help you max out that skill fast.

I was wondering the same, if difficulty matters. 1 to 5 skills is a cinch, but 5 to 6 seems 3x as long.
It's fun sitting on top of a Supply Point while the horde just keeps coming. The Decimator is great, with Singularity Grenades. Unless you're working on Strength.

This is glitched 4 me, i have explosive and strength skills maxed but no cheevo😭

There are a total of 5 Skills you’ll need to get to Level 5 and 1 Skill to Maximum in the game:
- Agility [Green]
- Firearms [Blue]
- Strength [Red]
- Explosive [Yellow]
- Driving [Purple]
Maximum Level is reached by extending the Level 5 bar all the way to the end. You should get all Skills to Level 5 just by playing through the game for the “All The Kills, All The Skills” achievement, but to get a Skill to Maximum you can do the following;
- Collect Agility Orbs
- Collect Hidden Orbs
- Get Gold rating in all 15 Rooftop Races
- Get Gold rating in all 15 Road Races
- Jump through all 50 Stunt Rings
- Neutralize all TerraNova assets
- Trigger a Retaliation Lockdown and constantly use your Strength and Explosive moves/weapons/gadgets
