I had a little trouble getting this to pop when I was spawning the wardens outside the vehicle first then running them down. There's a much easier way to do this. Get in a vehicle (I used the Minotaur), and find an open stretch of road. Then cue up the Warden spawn (In the menu, Spawn AI --> Logistics AI --> Warden). Keep the menu up. Start driving forward and point your cursor in front of you. Then just start mashing LB and watch them spawn directly into your vehicle, insta-dying. Achievement should pop after a couple seconds of this.
As a fun bonus, getting the achievement this way creates a high likelihood that crazy physics things will happen with your vehicle. I kept going after the achievement popped in the video below because it was so entertaining.

I went to pickers pen and found a nice long empty dirt track.
Spawned a warrior vehicle.
Went to logistics AI and spawned a massive line of wardens leading back to the warrior.
Got in ran them all over and it popped.
BUT as there were so many it also popped the floor is lava at the same time (check my timestamps if you don't believe me), but I guess I lucked out as it shouldn't have popped.
Cease fire on. God mode ok if you want.

-Find a stretch of road.
-Spawn in Agency Minotaur, close Keys to the city menu and hop in.
-Open Keys to the city menu and hover over spawn AI Wardens.
-Get up some speed in the vehicle and then spam left bumper (LB) to spawn the enemies and effectively run them down instantly.
*Going too slow can occasionally clog them up and flip the tank.

This is a fast & easy achievement to unlock. Follow this video guide to see exactly how I unlocked the achievement.

To begin, find an area out of the way of any people or vehicles, preferably on level ground. Then hold 
to access the Keys of the City menu. Scroll to Spawn Vehicles, select 'Agency Minotaur' and press 
to spawn one.
Go back to the main menu and scroll to Spawn AI > Spawn Logistics AI. Select 'Wardens' and spawn at least 10-15 in front of and away from the Minotaur (if you checked off 'Cease Fire', they should just stand there). You may have to move around slightly to have space to spawn all of them but make sure they are as close to each other as possible.
Now in order to enter the vehicle, you need to exit the Keys of the City menu. Once that is done, enter the Minotaur and make sure there’s enough distance between you and the enemies to pick up some speed. Drive into the pile of Wardens, and if you run over 10 within 5 seconds, the achievement will unlock.
