Make sure they all say complete when you put the cursor over them. Doesn't hurt to double-check.

Too funny how many of us were missing #20. I was also missing #14 even though I had been there a few times collecting orbs and I was sure I'd gotten it until this guide. Thanks a lot, man.

Number 14 was the one I did not find organically. Thanks commenters!
I guess no-one uses close zoom on the tall New Pantheon, and the mic symbols only show up on close zoom.

Got 20/20 but it only counted 19 on the achievement tracker. What a pain in the ass. Gotta start a new world to try again I suppose.

I was also missing #20. I think because it's in such a weird spot you wouldn't think to go over there, and it wasn't on my map either.

I just missed the achievement because it needed an update. Figures it would inform me I needed one AFTER getting my last one (#14).

EDIT: Nevermind. I got the achievement when I reloaded the game.

There’s a total of 20 Surveillance Caches you must find and hack within New Providence. The Microphone icon will naturally show up on the map as you travel around it.

Simple find your way to it and hold to interact.
