Air vents are found all over the map on top of specific pipes, you can see the air shooting out of them from a distance. Just fly over one of them and it'll pop.
Nozza, and, bLaKgRaVy
It is likely you'll unlock this while doing the wingsuit races, but to get it out of the way sooner, find an air vent along the many pipes that run throughout New Providence. Jump onto it so it propels you into the air and press 
to deploy your wingsuit.
Alternately, if you are already gliding around and spot one, glide over it to boost yourself up.
