How to unlock the Arms Dealer achievement in Crackdown 3: Wrecking Zone - Definitive Guide
For this achievement you need to achieve a kill with every starting weapon in one round.
There is a total of 9 weapons divided between Fireweapons and Explosives
Fireweapons:
Shotgun Type-E
Conqueror Type-E
Plasma Rifle MK II
Machine Pistol Type-E
Minigun XD
Explosives:
Osiris
Homing Rocket MK II
Blast Cannon
Annihilator
Once you acquire a kill with both starting weapons, commit suicide and spawn with the next weapon you need.
You need to actual see the kill on the Scoreboard/Killfeed (X Player kills X Player) in order to count towards the achievement. (Sometimes, like 50% of times the kills don't count on the scoreboard neither appears on the killfeed I don't know why).

Yes @Fear The Style. So frustrating

I found it really helps to weaken someone with a firearm, then finish them off with the explosive. For me at least the explosive guns were very unreliable and could be pretty frustrating to actually try and get a kill with.
Especially when the whole team decides to gang up on you right when you're about to kill them.

Hi guys, I unlock this by playing several hours of Agent Hunter.
Although you know how to do and what to do, you still need some luck.
When you kill you need to confirm the kill information(+100/xxx kills xxx), and like RegnumSolipsi says that don't pick up the Icon that the enemy player drops.
Once you kill two players by the two weapons you have, you need to use the explosive to suicide immediately.
In addition, remember that two weapons need to cooperate. For example, shotgun cannot kill player by two bullets, so you can use the explosive to do some damage first. Besides, the explosive just do little damage to players, so you can use another weapon to do most of damage and in the end switch to the explosive to kill.
Good luck.

I found this achievement easier on the Agent Hunter game type. Just ensure that you keep your distance when making your kill and don't pick up the Icon that the enemy player drops. This will ensure the match runs as long as possible to get your kill. ( When switching weapons, drop to the bottom of the map in a discreet location before using your rocket launcher to kill yourself so that the enemy won't pick up your Icon either.)
I highly recommend getting kills with your least favorite weapons first, in my case being the Blast Cannon and the Conqueror. Once you have the difficult weapons out of the way, getting kills with your preferred weapons will seem much less daunting with the time you have left.
For most weapons, I found firing your alternate weapon to weaken them below half health before switching to finish ensured you have a better chance of getting the kill than relying on a reload to kill them before being killed yourself.

BOOSTING ADVICE
If you have one or more partners, try to play a match off hours. If you have more than two people boosting, it is ok to have players on the other team. Ideally, pairs should boost on opposite teams. If you have an odd number of people boosting, this is ok as the remaining players can control to flow of the match by not engaging in battle. If others are playing it may be better to engage but not collect Agent Shields to allow for a longer match.
Try to find a safe, clear area to find your player. I recommend the edges of the map near spawn points, particularly for Explosive weapons. Using an Explosive weapon inside of a building will cause splash damage and environment destruction, which as of the time of this post will not count as a kill with your weapon. The boosting partner your are targeting can also rapidly lock on and off to signal their location.
I recommend using the Pulse Rifle to get your boosting partner to near death in an open location near the edge of the map, then switch to your Explosive weapon to finish the kill. Check your kill score following each kill to verify it has counted properly. Then, jump off the map, and while traveling away from the island fire your Explosive weapon into the ground. The map boundary and splash damage will help you kill yourself faster while keeping your precious Shield away from other players.
Once you've completed your Explosive kills, you may find it easier to use your primary weapon against any players to complete your goal before the end of the match.
Good luck!

I think it's at least 3, but it may be 4. Might be worth arranging a boosting session for if the player base is down.

Do you know how many people on each side are required to start a match?

This can be done in either mode. For a non-boosting method, osakamitsu has written an in-depth guide on how to earn this achievement legitimately. Refer to the link below. But since you will probably have to boost this because the online community is virtually non-existent, here is a simple way to get this achievement efficiently.
First, before the match begins, agree with everyone what achievements will be attempted and what order everyone will go in so there is no confusion on whose turn it is. If boosting for A Ton Of Weight (50G), it is recommended you attempt this at the same time.
There are 9 weapons you must get kills with; five Primary and four Explosive:
Primary:
When the match starts and it is your turn, kill an enemy with your Primary weapon, press to change weapons then kill another with your Explosive weapon. Now, ask someone to kill you. On the respawn screen, you can access your loadout again by pressing , so select the next two weapons then respawn. Kill enemies with both weapons again then get killed. Repeat this until you've cycled through all 9 weapons. You need at least 4-5 minutes of uninterrupted progress to get this achievement.
Note: There is a slight chance that a kill or two may not register, which is unfortunately how the game is. Also, kills only register for you if you've dealt the highest percentage of damage, otherwise it will only be an assist. This shouldn’t be an issue if you are specifically going for this achievement while boosting, but is mentioned nonetheless.

The trophy is difficult for several reasons: firstly, the match is short, secondly, not all kills are counted. The easiest way to do this is in the territory capture mode, since there, enemy kills do not bring the game closer to the end. The second weapon deals damage to itself - this will help you die faster and change weapons to another.
