How to unlock the Firing Squad achievement in Crackdown - Definitive Guide

For this you can shoot them directly or shoot an explosive close by. Just make sure your using a gun, but not a rocket launcher. You should get this while going for "Agency Marksman."

You can either directly shoot your enemies, or shoot an explosive and kill the enemies with the explosion. You will unlock this while getting "Agency Marksman".
