A dragon tends to spawn in either the desert themed island (Desert of Valley 1-2) and lava themed (Island of Fire & Sand 2-1. Both of them were out in the open. The one I killed was near the Volcano in the lava themed island.
It was level 40 in each of those locations and took a bit to kill. It has a fire cone attack, a stomp, and whirlwind. I was able to do it solo at level 25, and had the healing spell to help out.

Strangely, I've killed two dragons now and this achievement still won't pop.
