N. Tropy is the third boss in the game, in this fight you must wait on the balcony separate from him, dodging his laser beams. They come from the front and both sides. After dodging them, he'll smack the ground and cause a random pattern of blocks between you and him. You have a short window to make it across and hit him, and you'll need to repeat that two more times.

After you have collected the crystals in the first 15 levels of the game you will unlock the Dr. N. Tropy boss fight. This achievement is unlocked once you defeat him.
I prefer to watch a demonstration instead of going in to a boss fight blind so I have attached a video below which helped me. After watching this, I beat Dr. N. Tropy on the first attempt.

This is the third boss of the game. He stays opposite you in a far away platform. He always starts by shooting homing missiles at you. They're really slow though and easy to avoid by just moving/jumping to the side. Then, he brings sweeping lasers across your platform. They either move from one side to the other or from his side toward the camera. They're also slow and really easy to jump over. With that done, he'll make platforms you need to jump across to reach him, where you can finally spin attack him. Repeat this two more times to beat him.
