You must first defeat stage 4 boss to get the fruit bazooka. Then go to Future Tense, start the time trial and shoot the UFO at the left building. If you miss, just pause and hit restart to try again without having to wait or waste any lives.

No need to start the time trial, there's UFO's flying around when the level starts. You can just shoot those...

This achievement is very simple. The only thing to do is to enter in the DLC level "Future Tense" and shoot with the bazooka to an UFO in the background.

Future Tense is the extra level, accessed by riding the platform in the center of the hub, between the first and second warp zones. While this level is available right from the start, you won't be able to do this achievement until you progress and complete the fourth warp zone, beating N. Gin to get the bazooka.
Once you have it, play Future Tense and look out for the little vehicles zipping around in the background. They don't ever stop for you to shoot them, so you'll have to have your bazooka ready, watch for one to come in from one side of the screen, quickly move to the other, and try to lead it a bit and shoot it. It'll likely take a couple tries, but once you hit one you'll unlock this achievement.
