Pretty clear solution, and can be done on any difficulty. You need to collect the 20 CTR tokens, beat the 5 gem cups, and collect 18 relics. The relics can be sapphire, rather than requiring the hardest rank. After collecting everything, simply race Oxide once more and your achievement will ping once you beat him.

Defeating Nitrous Oxide the third time might be not so simple for everybody . Let me suggest to use rockets as soon as you will have chance to use them , be greedy , do not use them unless he is first and do not use them is he is too far cuz it won't have any effect and always touch turbo pads , they help a lot. N. Oxide is a tricky bastard , he starts 1-2 seconds efore you and he throws TNT(or Nitros eventually) , Bombs, Double beakers (careful to these , i found them very bothering expecially the reds).

In this video guide I will show you how to defeat Nitros Oxide in adventure mode once and for all. So to start off this guide you will first need to collect all CTR tokens. all relics, and all gems. I would suggest getting all the tokens first and getting used to all the maps a little bit first. I also have a video guide for this if your interested.
Next I would suggest getting all the relics and improve on the tracks and to get better at them. I also have a video guide for this. Now that you have both of these done you need to collect the gems. The door is next to where you face Oxide and can be unlocked with two keys. But the races can only be done if you have four of the same color of token. Once you complete all these races you will get one of the last two tracks unlocked.
The other level will be unlocked once you have 10 time relics. It does not matter if you do it right away or later. Once you do the last two levels to earn the time relics you can face Oxide again.
This time will be a little harder than last time. If you are on easy this race will only be slightly annoying. Since he gets an early start in the race you will be behind him for a bit. Your best chance to pass him early is to grab a weapon crate and hope you get the missiles. If you hit him with your first shot save the rest in case he passes you again. The key is to pass him early and stay in first. If you are on your second or third lap and he has some distance on you just restart the race.
The only other thing that might trip you up is the track since it has a lot of turns. If it is try a character with a lot turn ability. Then learn the track and where the turbo pads are to keep ahead. If you can link your boosts with the turbo pads without hitting the walls you are sure to win. Once you beat him the achievement will pop.

After beating Nitros Oxide, as at the start, you’ll get a cutscene. He will state that you need to do some stuff and then you can challenge him again. To be able to challenge him, you must collect everything - relics, CTR Tokens, Gems (unlocked from Gem Cups, unlocked with CTR Tokens), and anything else. I’m pretty sure that you can get different ranks of Relics - this doesn’t matter, just unlock the Sapphire Relics (lowest rank) and you’ll be a-ok.
