Personal Experience
As I am one of the first to achieve this I believe it's only right for me to post a solution to help others. Just for the record... I played this game religiously as a child and mastered these strategies from a young age on the original platform. Practice and persistence is key. If anything in my eyes I feel Crash Cove was the hardest level for me as this took me nearly two hours every other level only took 3-10 attempts. I would advise if you are new to CTR then play through to get 100% on one save then start from scratch for this on another one. If you mastered the boost years ago in PS1 and you have no problem today with boosting then do what I did and go for this first.
Solution
You only need to get the trophies and keys. No need to collect anything else. 16 trophies and 4 boss keys in total.
This achievement is no laughing matter if you are new to CTR. If you played CTR back in the day this is still a tough challenge. However it is very doable. Take a lot of time to practice getting used to the 3 Perfect Max Boost method. No small Good boosts will do on this difficulty. Once you can nail them no problem then start trying to keep them constant from boost to boost to boost hitting all three perfectly into another three and so on and so on. Also Shortcuts are essential. If you ain't using them then you are making this way harder on yourself.
Kicking your kart into overdrive with Sacred Fire and Ultra Sacred Fire
When you go over a ground booster pad or a ramp booster you speedometer will be in the red area. This is Sacred Fire. Now for Ultra Sacred Fire. This is only available on a handful of tracks in the game where you hit super speed ramps. E.g. Hot Air Skyway, Cortex Castle, Oxide Station. Your speedometer should now be maxed out and your exhaust should be blue. You will be going faster than normal Scared Fire. This the fastest you can possibly go however getting constant Perfect Boosts will keep this boost going and also Sacred Fire going as long as you don't hit anything or miss boosts. This is due to a reserve boost system built into the game. This is incredibly difficult to handle and you will have to have a good knowledge of powersliding. As long as you have flames coming out of the back of your kart then the boost is still active. You could even keep this a whole lap. In some rare cases the whole race on tracks like Roos Tubes. Tracks like Hot Air Skyway and Cortex Castle are some great maps to try this out. Hot Air Skyway... Just before the big jump get a Triple Perfect Boost just before and then immediately hit the jump and take the shortcut route, try and land on a powerslide by landing on an angle and get a cheeky powerslide Perfect Boost through the shortcut and watch yourself fly with great speed. Cortex Castle is kind of the same. Whether you took the shortcut or not before the big jump near the end, try to get at least one Perfect Boost before the jump. Jump at the top of the ramp and try and land into a powerslide. Try and slide through the spider area and keep going all the way round to the finish line with boosts. This takes a lot of practice but will come naturally after doing it for a while. There are video breakdowns on YouTube on how to do this if you prefer video guides. Try to practice these in Time Trial mode. To be honest if you can beat N. Tropy's times in Time Trial then this should be a piece of cake. He also shows you a lot of shortcuts which is also key to victory.
Power Ups
As for boxes and power ups I can't really suggest much as the game screwed me over alot with boxes and power ups sometimes. The best advice I can give is use the Clock and Homing Orb on huge jump areas where the AI are gonna miss the boost jump or fall to their death. Timing is key with these power ups. Don't waste them because you are in last. AI's are still reasonably fast whilst affected by these.
Characters
I experimented with a few characters and realised alot of them are useful on certain tracks to others. My personal favourites were Intermediate and Advance characters. Don't be afraid to experiment yourself as the Advanced characters are amazingly fast but are a nightmare for turning on very tight maps.
The bosses can be a pain as they are still fast and you need to be on point with your boosts but from my experience once you are in front of them and keep doing the above method for boosts then they are a piece of cake.
This achievement unlocks as soon as you beat Oxide.

PS. This achievement is super easy compared to the GASMOXIAN SLUG achievement where you have to beat all Oxides ghost times on all tracks.

To clarify, do you only need to beat Oxide the first time? You race Oxide twice in the game.

You only need to collect 16 trophies, beat all bosses and beat Oxide the First time (Only once). No need to collect everything else and race him again. I will add that to the solution.

You only have to finish Adventure Mode; that is, get 16 trophies and beat Oxide the first time.
The AI on Hard is pretty ruthless. They have a large base speed increase from Normal, are far more aggressive with items and are able to get items such as clocks and warp orbs which is not possible on the lower difficulties. If you're a new player I would highly recommend not starting it on Hard as you're going to have a bad time as the gap between Normal and Hard is staggering. I didn't even do it until I was more experienced and I was pretty good at the original game. The one saving grace is that the AI still doesn't take shortcuts (aside from Hot Air Skyway) so if you're reasonably experienced with the game and have mastered drift boosting you can tear away from the AI using the shortcuts fairly easily. As such the harder tracks are the ones with fewer shortcuts like Crash Cove (which is probably the hardest track in the base game on Hard and it's probably the very first one) which may take a few attempts if you get unlucky with the item spam.

Enter the cheat code for Penguin Penguin (The cheat code is listed in the tips above). I passed it on a difficult level. A lot here depends on one thing: your gaming skills in these types of races, knowledge of the tracks, the use (timing) of boosts and knowledge of shortcuts on the tracks. 2nd: Hopes for pure randomness that the AI can occasionally give in to you.

To add to drWho, once you have completed a track on the Time Trial, go to the campaign on hard and complete that track. Then the next one and so on. This way, muscle memory will respond better to a specific track than if you first go through all the time trials and then remember the same tracks again in Advanture mode
