Once you are in the main menu go to heroes and select a character.
Next choose customize a character and change out some items like weapons, hats, etc. back out to the menu this will save and then pop.
(items can be earned through the battle pass and some may be available from the start of the game and through character progression).
If that does not work try customizing a view more

Not sure if this was bugged for me or not. Changed various items skins, hats, emotes. No unlock. Changed Dingodiles vacuum (weapon) and it unlocked. If it's not unlocking for you try changing one of the characters weapons.
