To get this achivement you must hit a rival mouse 3 times with a boomerang without allowing the mouse to recover from the "stun" and start moving again.
I did this achievement on level 21 although it is probably just as doable on level 3. The best way I found to do this is to pick up a boomerang then wait until the rival mouse has a large chain of food and boomerang pickup's have all respawned.
This helps because if the rival is hit while having a large chain it will be stunned longer as it's chain hits into it repeatedly. This gives time to quickly pick up another 2 boomerangs and hit another two times before the rival recovers.
The achievement will pop just after the third boomerang hits.

It helps to let the boomerang hit the mouse on the way back if you are doing this on level 3. That gives you a few extra precious seconds to nab the other boomerangs.
