This is found in the blue library, funnily enough. It's the 19th scene on the 'load scene' screen*.
The exit to the area is top left, and the secret room to the bottom right. You’ll need to get the right hand metal dog to chase you over to the left, then drop down, climb up the ladder and run right to where he starts. Take the ladder down. There's also a painting in here.
* I’ve counted scenes from the first that’s highlighted by default (the long descent by ladder into the underground world). There is also the prologue, but ignore that
