You have to complete "The Rescue of Tamura Grasslands" Quest.
I had restarted my game because I missed unlocking a door After I rescued all the animals (was only a single damn potion behind it...) So on my 2nd play I didn't rescue a single animal.
Charged up the cog stone and I have to complete the rescue quest to progress.
