I was thinking this was buggy at first, but it seems to be misleading. For this achievement, it seems you have to dismiss 20 batsmen for a score of 0 (zero), with your first ball delivered to them, which is known as a 'Golden Duck'. On my own account and my dummy, the achievement popped after bowling out a batsman for a golden duck both times.

I actually got this during the third Ashes test bowling out Khawaja for duck on his 4th ball. In fact the majority of ducks I got were not first ball deliveries but it definately did not unlock at 20 as all of my wickets in the first test were ducks which should have got me to 20 but did not. So it's a confusing one the say the least.
