Oh goodness, this is so much easier than it seems.
Start up Ashes. Pick a side. Have your second controller pick the other side. Have your other controller bat.
Bowl once with your main (just press A and let it run).
Then, with your second controller, press pause => Tactics => Declare => Yes, Do It! You have to have bowled once to declare. (Also, you ONLY have to bowl once to declare.)
Innings switch. Press A on your second, and swing away on your main. As soon as you score, declare.
Innings switch. Bowl, declare, profit. Achievement.
Repeat for all five test matches to win the achievement for winning the Ashes without simulating.
