Oh goodness, this is so much easier than it seems.

Go to World Championship => New World Championship => Test World Championship.

Pick Play A World Championship. Don't pick Play As A Team.

Simulate ALL THE WAY TO THE FINAL.

Play the final. Pick a side. Have your second controller pick the other side. Have your other controller bat.

Bowl once with your main (just press A and let it run).
Then, with your second controller, press pause => Tactics => Declare => Yes, Do It! You have to have bowled once to declare. (Also, you ONLY have to bowl once to declare.)

Innings switch. Press A on your second, and swing away on your main. As soon as you score, declare with your main.

Innings switch. Bowl once, declare, profit.

This can be done using an extra controller - pick a high ranking nation (I choose England) and simulate all the games leading up to the final then have your 2nd controller choose the opposition. Put the opposition into bat and just bowl at the stumps so they are all out for 0 then score any run and declare your innings and bowl the opposition out for 0 again.
