How to unlock the Winning in the Rain achievement in Cricket 19 - Definitive Guide
So this appears to be bugged somewhat. You can still earn the achievement but it has to be in a 50 over game and possibly without simulating. Here's how I got it
You can set up an ODI World Championship with your preferred major team (I chose India to bowl through overs quick with multiple spinners), and replace all the other teams with lower rated teams. Start the tournament.
Get to the first game with your preferred team and go to Match Settings. I've found that Overcast and Rainy doesn't always mean rain, sometimes it can be sunny throughout. Cloudy and Rainy worked best for me but check the bottom right side of the "Play Match" screen for the icon to show clouds with rain to ensure that it will happen. If its showing sun, change the Cloud setting and check again. You may have to fiddle a bit. Also change the difficulty to Easiest while you're here if you haven't already.
Once setup is done, start the game. Choose to bat first and just keep using the button to try and score sixes off every ball. It should be very easy with these settings and I was pretty much guaranteed a six even if I got a Poor rating on anything, Keep going until you reach a score you feel comfortable defending and Declare (I went up to 461).
[If it rains during your batting innings, only the overs are adjusted so consider your score based on that]
On to your bowling. The AI is still kinda difficult to confuse so be ready to bowl through the overs. Choose to mostly bowl outside the off-stump of the batsman with different variations of spin/swing. They are likely to edge the ball or hit it straight to a fielder. Keep repeating and try to prevent them from scoring.
[If it rains during the bowling innings, the score should still be enough to manage but the really good thing is less overs to bowl. It rained twice for me during bowling and I only had to do 26.]

This is definetly bugged and doesnt work on T20 games. i was doing this solution exactly on Natwest T20 Blast. Never unlocked. Followed this and it worked. Also to be noted simulating the innings, chasing the targets didn't work even with this solution. Batting first and setting the target and rain interruptions on both innings is the only way this works. To increase the chances don't pick up just a team but the whole tournament. Play any match that has rain icon on match settings. Else go back and simulate the match. I got this in world championship match between Eng vs AFG, picking Eng as my side.

I got this in a career ODI playing as only my career batsmen, we bowled first and then it rained at the innings break and our innings was 47 overs. So if you haven't finished everything else yet its worth just setting rain and seeing if you can get it
