Oh goodness, this is so much easier than it seems.
Go to World Championship => New World Championship => One Day World Championship.
Pick Play A World Championship. Don't pick Play As A Team.
Simulate ALL THE WAY TO THE FINAL.
Play the final. Pick a side. Have your second controller pick the other side. Have your other controller bat.
Bowl once with your main (just press A and let it run).
Then, with your second controller, press pause => Tactics => Declare => Yes, Do It! You have to have bowled once to declare. (Also, you ONLY have to bowl once to declare.)
Innings switch. Press A on your second, and swing away on your main. As soon as you score, the game is won, and the achievement will pop.

I don’t know what I’m doing wrong here and I know this solution is very old.
But following all the steps, the declare option is just padlocked. Can you remember why this could be? Have bowled wides as advised with the team I have picked.

Use a 2nd controller to play as every opponent then bowl them out for 0 and score 1 run to win
