The fastest tournament to unlock this is winning the PSL tournament as it as least number of matches and teams. Select PSL from the main menu. Pick a good team. I picked Lahore Qalandars. The group stage has 10 matches for each team. Start by simulating first few matches. If the results are in your favor continue to simulate. If you are losing matches and are placed at No.5 or No.6 in the table, then use two controllers to start winning matches and move up the table. After 10 group matches, if you are in top 4, you qualify for the knockouts/qualifiers. Play with two controllers at this point to win the remaining matches and eventually win the tournament.
To win using two controllers, make sure to bowl first always.
1) Bowl one legal delivery with primary account
2) Declare the innings with the secondary account using Tactics-Declare
3) Bowl a wide ball with secondary account giving one run to primary account.
This completes the match and grants you a win.

I chose the play entire tournament option and simulated all 10 rounds and the playoffs. Loaded into the final match, paused after the coin toss and simulated to the end and it popped. Didn't have to play a single over.
The team I had chosen in the final match had actually lost during simulating so I dashboarded hoping to be able to start over, and I used two controllers when I loaded back in, but it just reloaded at the celebration screen again at the end of the match. But as soon as I advanced past that the achievement popped. Don't know if the 2nd controller made any difference there or not. But either way you can get it without playing any matches.
