How to unlock the Full House achievement in Crime Boss: Rockay City - Definitive Guide
there are a total of 20 people that i know count and had tracked each person is worth 5% on the tracker and you can get most of them in the bakers campaign all you need to do is promote these characters 3 times to unlock them in crime time.
You can also unlock these in urban legends but its a bit more tedious as you have to get 3 star with each character per story IF YOU HAVE NOT UNLOCKED THEM IN BAKERS STORY.
seeing how you need to get 10 million i suggest getting that achievement first before attempting this the best missions are to do warehouse missions till you hit $50,000 once you hit that go to contracts and buy bank robbery mission this can be easily be done in stealth as its quite linear and the same layout as the story.
you should get $200,000 to $400,000 at least per run that will be enough to unlock the hidden vault which is the best for money per run as it doesn't split the money per crew member so you keep everything.
you will make $2m per run whether it goes smoothly or not.
once you have the ten mil you can now start to buy characters or start the urban stories as you need to do these for some of the achievements if you do not meet the requirements per mission you will need to restart from the beginning my advice do one run first either jot down the req or keep them in mind if you die or fail a objective for example (revive 1 time) i suggest dashboarding and then closing the game so you can keep the progress you made up to that point you failed on once all that is done you can now buy these specific characters only:

Legendary - It varies. Some characters get a trait called "Easy" which makes promotions available sooner. Not sure if the trait is chosen at random for the uniques or is consistent. I have Tulip right now and his first trait. It also seems like the type of mission and the rating you receive impact it as well.

Tried to make some adjustments to align with Update 11:
First: "Crime Time Mode" is now just called "Co-op Play." The characters in question can be tracked in the progression section of the main menu, and purchased under the "Team" tab in the Co-op section. As an aside, for primarily solo players like me, the Co-op activities are totally doable with bots in private lobbies.
Second: I've found characters to be unlocked in 3 ways (unsure how much changed after Update 11). Completing mission chains involving unique characters in "Baker's Battle (now called just "Campaign")" will make them purchasable in Co-op. A few characters can be made available by getting 3 stars on Urban Legends. The remaining characters are randomly offered to you whenever you increase your boss level (the blue one, not gold). My advice, to save time, is to select any "team members" that are available when levelling up, from the beginning. For me, I never once have needed to use any of the unlockable weapons/gadgets; and boss/weapon skins don't matter - so just ignore them. Some guides might say to invest in silenced weapons, but I disagree. Because killing a security guard results in a strike, and you only get 3 strikes until you MUST go loud; there really is no logical reason to do it at all - stealthy or otherwise (except in the early days of a run when a few of the missions involve robbing gangsters - you can kill them, but the big money will come from places guarded by security guards later). There are several very effective DLC weapons to purchase (in-run) for your team if you need them, so you can handle the inevitable loud firefights. The characters are as followers:

As I stated earlier, you CAN do everything solo and use bots (they're thankfully so much better since Update 11, I think) - but at least they don't collect a cut from you. It's honestly not a horrible idea to just make your party public for the bonus rewards though. In my experience, anyone still playing this game is actually pretty good and only make things go faster. Also set the difficulty to extreme. Use Runaway, because she has a beautiful stealth skill combination compared to anyone else: Ghost III & Swift II. In stealth missions, the difficulty really doesn't matter much (they made this difficulty a bit more challenging for stealth runs in Update 11, but it's not so bad). As of August 14, 2024, "The Hidden Vault" variants on extreme difficulty are still the fastest way to make money, in my opinion - making almost 400K per run in a private lobby (don't forget that one last security guard on the roof!). I think "Gold Cup: Aerial Infiltration" is probably the second best where you can make about $500K, but it takes awhile longer to do. This is very doable in stealth. If things go loud, it's best just to restart - this advice applies to pretty much any stealth-oriented mission on extreme difficulty.

I’ve got this achievement today , you do NOT need 20 unique characters and I advise you to get it before their update 11 which adds Silver and re-adds Wiz as that might mess it up
you need only 18 unique characters , first 17 characters count 5% each and the last one will pop the achievement and is 15% ! leveled up 20 times with no luck in getting Theresa which was the only one I needed and it was weird when I got it because I earned it right after I ranked up by getting 3 stars Cagnali Urban legend missions by playing as Theresa as my main, so there might be a connection there for Lector as well as other characters in Urban (not Wiz and Silver as of now but you don’t need em for the chievo)

Check out WeighingBrute's Guide to see which characters you need. Only way to unlock most of them is by leveling them up to legendary in campaign, I found a glitch that makes you reroll characters for hire for free.

I only saw this after completing the game and cant verify but I'll thumbs up assuming this works. Although I remember someone on Discord mentioning that "infinite rerolls" left them with a negative $ balance next time they loaded their save.
