For anyone else like me that this got well and thoroughly stuck. Mine stopped at 5/10 and refused to budge.
What I believe fixed it: deleted the local game, saves, and my gamertag. Reloaded all of it, stayed in the game without going to dashboard or quitting, and completed 10 restarts. 5 runs in, I got tired of it and just waited for the map to populate on Day 1 then hit restart; definitely counted. Removing the gamertag seemed to be the key.
Previous steps: the usual - force close at the end of every session, hard boot the Xbox, delete and reinstall the game, delete and resync the save data, delete and resync the save data and the reserved space, delete all three and redownload it all again, Game Card -> Official Club -> Achievement Progress -> scroll all the way down, don't load the game for several days, ask nicely, ask extra nicely, bargain with the devil but have nothing of value (again) - like I said, the usual
