You charge your Ultimate Power (Ultimate attack) by killing enemies. You will see light purple cricles be released once they are dead. These purple circles fill the gauge bar up, it glows purple. Very obvious to see on your screen-bottom left hand corner.
Pressing LB for the first time gives this achievement.
You don't have instant access to this attack until you collect enough Soul Anchors which can be found through out the levels.

Can you do this without buying a character pack?

Reabo- No. You need to atleast spend 800mps for one character or 1200mps for all three.

This will come after you find a few Soul Anchors to unlock the first bar of power. Kill some enemies to fill this bar up and then press 
when it's fully glowing.
