**having read comments on one of the other achievements in this trio, it may be necessary to complete all side quests in St. Clarity in order to trigger the Council option, including giving Mario an antidote and paying the violinist 1500 marbles. These two don't show in the side quests list, btw. There are 3 side quests to complete: The Witness; A Memory to the Fallen and In Need of Repairs. These all unlock achievements too. The first 2 side quests match the achievement name, but for some reason In Need of Repairs is called Machina recovery.**
