This is how I got the achievement. I understand that this is not the only way to do it. There were patches released but we don’t know how much the developer did to solve the glitch. To be on the safe side, you can follow these steps.
(1) When you arrive at Cinder Town focus on upgrading Wilhelms’s weapon to max. At the upgrade screen at the shop, make sure you don’t see any available cost to upgrade his weapon further. Or you should see five stars on the top right of the screen.
(2) Very late in the game when you are required to invite four people to help unlocking four doors, make sure you have everyone’s weapon at max. Money is not a problem at this point. (Adri is one of the four people you need and you can recruit her to your team, but we don’t want to do that yet)
(3) You can talk to Adri until the four doors are unlocked. However, when you see a pop-up screen saying Adri can join your party, stop talking to her. You will now notice a book sign floating on top of her head.
(4) Now you can continue your story and level up. When you think you are ready to do the colosseum challenge, talk to the vendor (guy with dog). By beating the 30 battles, Crisbell’s weapon will reach level six automatically.
(5) Go talk to Adri after you beat the colosseum and check the terminal inside the door on the right of her. After she joins your party, fly to the lady cat shop to upgrade Adri weapon. I got the achievement when her weapon got to level 3.

Sorry I didn't write down the value of each upgrade. I think each weapon will take about 40k marbles to upgrade. The earliest possible time you can unlock this is after the cutscenes, conversations, and traveling following the defeat of the Time Empress in Crystallis. Make sure that you upgrade Wilhelms weapon BEFORE leaving Cinder Town. I would even suggest upgrading his before heading to the Cathedral on Millennium Rock, just in case. Otherwise, you can upgrade everyone's weapon upon return to Tulira, just go into town after leaving Wilhelms house instead of the salt Mines to access the shop.

Yes Ive upgraded everything before she joined . And still no trophy i Play on ps5 and its still bugged Ive wrote when a message on Twitter and the are investigating whats wrong with the trophy/achievement

Beyond Wilhelm's weapon it is possible to accumulate marbles at the end of the game without any rush, since you have to kill 20 crystal slimes (They are the enemy that gives more marbles in the game)

For this achievement, you must upgrade everyone's weapon to the maximum level. The trick to this is that Wilhelm leaves your party permanently about halfway through the game, and you must upgrade his weapon prior to that to get credit for it. After he leaves, you can take your time to upgrade everyone else's weapons. You get an insane amount of marbles later in the game, especially from hunting down all the slimes you need to kill.

With the release of the latest patch, the trophy became glitchy. I got caught myself and had to replay the whole game because... there are no saves left.
To avoid catching a bug, do the following:
1. Fully upgrade Wilhelm's weapon before arriving in Cinder (3rd city you enter)
2. Return JKR to the team before going to the coliseum (He will be in the Narim dungeon)
3. Do not fully upgrade the weapons of all characters before you complete the Colosseum.
4. Complete the Colosseum to get the 6th upgrade for Crissbell.
5. After completing the Colosseum, purchase the remaining upgrades.
6. Adri upgrades are not required to be purchased. The achievement is obtained without leveling it up. Leave it until the very end, just in case. I also recommend, besides her, to leave one more Persian with a weapon that is not fully upgraded.
