Story related, can't be missed
This unlocks after defeating the boss at the end of the Neva Tulira section. This occurs shortly after finding the will at Wilhelm's house. I was about 15 hours into the game when I unlocked it. The boss heals each turn, so my suggestion is to keep DOT effects on it to counteract the healing, like poison and burn. Using time crystals doesn't help at best, and can heal the boss at worst, so I wouldn't worry about doing that.
