I think the other guide/solution is decent, but getting the timing on the dash was not working great for me. So I found a bit of an easier method.
Find a wave with a limo (2 block vehicle). The setup is still the same. You put the explosive on the last square before the crosswalk. As the limo passes the crosswalk, you just have to make sure part of the limo is still on the explosive square as it dashes away. This method will give you some extra time if you aren't able to get it with a single block car.
