Steel Cradle is definitely the quickest raid, these involve doing 3 straightforward tasks or you can brute force it and knock out a tower if your group has the DPS. I believe you unlock the ability to do raids at engineer level 4, so a couple hours after starting, and if you bother to use the market you can easily purchase hundreds of fuel a day.
