Level 8 at the earliest
The henchmen make their evil appearance on level 8. They are the Grim Reaper creatures that come out to steal your resources. You will need to build an Agent Headquarters so the agents can banish them. Just chase them down with your pointer and give them a click. The agents will come out and banish them. My achievement popped at level 9, but you could extend level 8 and just keep on banishing them until it pops.

Great guide. I had to delete my savegame to be able to unlock this, because if you have way more and still not unlocked this achievement, there is no way to trigger this, no matter how many reapers you banish. Level 8 is indeed the earlierst option - the achievement will pop during the round, not afterwards. It could be wise to close the game if you banish 5 of them and see no pop. I guess for most players this achievement unlocks naturally.
