How to unlock the Álmost There achievement in Crusader Kings III - Definitive Guide
Me being Hungarian, was expecting somewhat bigger challenge but actually it was very easy.
Obviously, start as Álmos in 867 The Great Adventurers.
Immediately go to the Decision tab and choose "Prepare to cross the Carpathians". This would give you a Casus Belli against any ruler having land in the area of Pannonia. Declare war using the Casus Belli "Migrate to Pannonia" that would give you 5000 extra troops.
Raise all your regular armies and keep them near your capital for protection, while use the 5000 to win the war against your chosen enemy. I choose Bulgaria and had to win 3-4 battles and capturing 6-7 counties, but can imagine it would work with any of the smaller duchies within Pannonia that can be broken with one siege.
Once the war has been won, Pannonia will be formed with some further consequences that you shouldnt worry now. Go to the Faith tab, choose Catholics and convert. Achievement pops.

Thank you very much! Just a detail that would help, in order to get the road for Pannonia you need to declare war on Bulgarian kingdom and select the war option, for migrating to Pannonia. :)

If you are just aiming for the achievement for your play through this can be done in less than a minute. I say this as you'll end up with a lot less territory than if you attack Bulgaria.
Starting as Álmos, immediately go to the decisions tab and choose the "Prepare to Cross the Carpathians" decision.
Rather than attacking Bulgaria who have roughly the same strength as you, choose to attack Ungvár (the small duchy above Bulgaria) who have roughly 350 strength. Make sure you use the "Migrate to Pannonia" Casus Belli.
Raise all your troops and steamroll the capital, I got lucky and captured the ruler, you might need to capture a second tribe or fight a battle.
Once you've hit 100% end the war to create Hungary. Select Greater Moravia who are Catholic and choose to convert to faith.

Sadly this no longer works - you now start with the "Prepare to Cross the Carpathians" decision already made, and already at war with Bulgaria (which can be a fairly hard fight). Still very doable, and you can just restart if it goes badly, be sure to keep your armies close together as the AI tends to form up a single large army and hunt your armies down one at a time.
