How to unlock the Fiscal Responsibility achievement in Crusader Kings III - Definitive Guide
Both pushing your limit of possible tax collectors up to 5 and then getting 5 tax collectors with excellent aptitude is way easier if you appoint a good vizier with high stewardship and high learning. A vizier will give you additional tax jurisdiction spots based on his stewardship skill (I think its 1 per ten points of stewardship). He will also boost the aptitude of your tax collectors with a percentage of his skills, which gets bigger the higher his power level is (you can see the details in the power sharing window). You can let him get up to level 3 without it causing problems for you.
Base number of tax jurisdictions is 1 for counts and dukes, 2 for kings and emperors. Unlocking the bailiff innovation (early medieval) gives you 1 more. The first dynasty legacy in the new brilliance legacy path also unlocks 1 more.
The aptitude of tax collectors is calculated based on all 5 basic skills, with learning counting double. If you are breeding your ruler's family for intelligent/genius traits, unlanded family members with a high learning score and overall high stats usually make the best candidates to reach excellent aptitude.
