You can loot an artifact that you have no claim on in several ways:
- Be victorious in a battle
- Loot it during a raid
- Loot it during a siege,
Once you have got an artifact via one of these methods simply hold on to it until your character dies and passes it on to a successor. It's a bit RNG but you can make it easier by starting as a culture/religion that can raid e.g. Norse

It isn't entirely random, the chances to loot an artefact in a raid or siege depend on how many artefacts are actually kept in that stronghold. Thus your chances are best if you attack or raid the capitals of wealthy kingdoms or empires, who will have a lot of court artefacts on display. If the enemy has a good antiquarian, your chance to loot artefacts is reduced, but still your overall chances to loot artefacts are way better in kingdom capitals than anywhere else.
Looting artefacts in battles doesn't happen often, I think it requires an enemy lord who wore artefacts to die in that battle, and even then its not guaranteed that you'll get one.
