I looked everywhere for guides since I was trying to balance out the 3 from 'I Made This'. You don't need the $30 Royal Court DLC to do this achievement.
I started as Kaiser Heinrich IV of the Holy Roman Empire in 1066 since he's starts with plenty of money.
Hire someone as your Antiquarian in the Courtiers Tab (F5) and Commission an Artifact in the Decisions Tab (F8).
The commission will find an Inspired Artisan for the project so no need to go looking for one or get the Royal Court DLC to have them come to you.
Wait for the project to be completed and the achievement should pop when you accept the Artifact.
