Crusader Kings III

This is currently (January 2024) very easy if you play as a ruler of an islamic faith that has the Jizya doctrine, since you don't actually have to apply a Jizya tax jurisdiction or vassal contract to those 10 different faith rulers and even rulers of other islamic faiths that are considered to be righteous by your faith (like e.g. A'sharia and Muwalladism for each other) count for the achievement, including city mayors and holders of mosque baronies. I got the achievement accidently in Iberia just by having A'sharia vassals as a Muwalladi.

It's possible that this might be fixed with future updates, since Jizya law can't actually be applied on faiths that are considered righteous (and thus not infidels).
