How to unlock the Sibling Rivalry achievement in Crusader Kings III - Definitive Guide
The three Jimena siblings are King Garcia, King Alfonso VI, and King Sancho II- they can be found in the "Iberia in Pieces" scenario in 1066.
I started as King Sancho II, ran a murder intrigue scheme on Alfonso VI at 95% right away, and gradually took over the region (Hispania, which you can see using the kingdom view) through holy wars. The achievement popped right after I created the Kingdom of Hispania.

Your forgot Infanta Urraca Jimena, the sister, she also qualifies for the achievement, although she is an absolute underdog in the struggle, starting as a county tier vassal of Alfonso.
Unless you go nuts and invert the gender rules in the start of game settings (which weirdly doesn't disable achievements), then she suddenly is the strongest option. The game is coded as if their father, the former king of the united Spanish kingdom, died right at the start of the game in 1066, so inverting the gender rules will cause Infanta Urraca (the only female child) to instantly inherit Castille, Leon and Galicia, so you start with a very powerful kingdom. You still have to conquer quite some more to be able to create the Empire (and you'll have to end the Iberian struggle if you have the fate of Iberia DLC before you can do so), but you'll sure have a very powerful starting position.
