Start a new game in 867 as any ruler. Enable Ironman mode. Choose Khan Bokut of Qocho (kingdom in the east of the map). Swear fealty to the Kirghiz Khanate. Go to your court and raise your court amenities for lodgings and servants by one level. Unpause the game and do the Hold Court decision. Choose any option that increases your Court Grandeur. After you resolve the three scenarios, put game speed to 5 and wait for the achievement to unlock. Should take around 5 minutes.

Great tip for getting this quickly. I just want to add that you can also get this achievement relatively easily during a playthrough as Matilda di Canossa or Vratislav Premislyd to get their respective scenario achievements, since they both start as Duchy tier vassals of the Holy Roman empire and need to form their kingdom (Italy or Bohemia) while still being vassals of the HRE (well, technically you could rebell and become independant as Matilda di Canossa before forming Italy, but it would be a pretty dumb move). The HRE starts with a fairly modest court grandeur, so if you don't take too long to form your kingdom, you can quite easily surpass the emperor's court grandeur by briefly raising your court amenities. Not quite as fast as your solution, of course, since you'd have to conquer some counties and form the kingdom first, but a nice way to combine it with other achievements.
