How to unlock the A Dangerous Business achievement in Crusader Kings III - Definitive Guide
A Varangian Adventurer war is a special type of war that is available for all Norse rulers of count or duke rank (respectively chief or high chief) as long as the Norse culture is still in the tribal era. Your government type doesn't matter. Controlling Norse counties in Scandinavia gives you bonus troops for a Varangian adventure, but you don't need to have Norse culture counties, only your ruler character needs to be Norse. The war will make you lose your old land and move to the targetted country you conquered. The target can be any independant not Scandinavian realm that is in your diplomatic range. Just chose "declare war" and then pick "Varangian adventure" as your casus belli.
AFAIK the game doesn't feature a historical Norse dwarf ruler, so we have to select "play as any ruler in 867 or create your own", then select our starting county or duchy and custom create a dwarf ruler (you can select "dwarf" under the category "other traits"). I recommend giving him military education, excellent martial and at least decent prowess, so he can lead your army himself. You'll probably not go for a longer campaign after completing the achievement goal, since moving to Africa as a Viking puts you into a pretty messed up position, so winning that one war is literally the only thing your character has to accomplish, don't worry about building a sustainable realm and dynasty.
If you start in Scandinavia, you won't be able to target a country outside Europe, because your diplomatic reach doesn't go that far. You could do it the hard way like the devs probably intended - start in Scandinvia and carve your way southward, probably with several consecutive Varangian adventure wars - or you could do it quickly and easily by custom creating an independant Norse duke or count in Southern Europe, from where you can attack one of the weaker North African Emirates immediately. I started my game in Mallorca - there were historically no Viking rulers there, but the island gets raided by drunken Teutonic and Anglo-Saxon barbarians every summer to this day, so I thought it was fitting enough ;-). You need fame level 2 to use the Varangian Adventure casus belli, so I first did a few months of raiding to get the fame and put the pillaged gold into more Huskarls. Despite being almost the only Norse character in his realm, Bilbulf Bagginson had no problems to rally his troops and succesfully move to the independant Emirate of Marrakesh.
