The quickest way to do this is to start as King Alfonso VI, the King of Leon, in 1066. He starts with a lot of one of the Intrigue Lifestyles completed. The perk you want is Truth is Relative which is the first perk on the schemer path.

To clarify Deschain, you need to reform with a temporal head of faith. Once you do that, you can pass around the faith(duchy) title. It normally passes to your heir but you can give it to one of your vassals with a strong hook.

Fabricating a hook works, but it is a bit RNG-based, because most of the time fabricating a hook only gives you a weak hook and there seems to be a limit to how often you can just decline the weak hook and make the scheme start over to wait for a strong hook. I had back luck and after about 5 to 7 declined weak hooks (I lost count), I only got the choices to either take the weak hook or abandon the scheme and put it on a long cooldown. Plus there is always at least a 5% chance that you get caught with every attempt.
A little quicker and less RNG-based is using a character with high diplomacy from a culture that has the ritualized friendship tradition (many of the Iberian cultures have that one), use a befriend scheme on your head of faith and then ask him to become your best friend, which also gives you a strong hook.
Trying to befriend your head of faith has a -50 modifier to success chance, but you can still get a 100% chance if you have high diplomacy and matching personality traits or at least no conflicting personality traits.
Once you have succesfully befriended him, asking him to become your best friend is no problem. As long as the relationship is still at +100 (which it should be right after a succesful befriend scheme), NPCs always agree to such a request. The only prerequisite is that neither you nor the target character already have a (living) best friend.
Edit: The last paragraph is only true if the NPC also is of a culture that has the ritualized friendship tradition. If he isn't, you can still ask him to become your best friend, but the chance for acceptance won't be 100%. I hadn't realized this when I got the achievement because I was Mozarab at the time, and since Mozarabism is typically only present in Iberia, the Mozarab head of faith will almost always be of an Iberian culture that has the ritualized friendship tradition.
