I did this with Gugé in the 1066 start. A good solution to conquer the duchies and counties easily is to get the Diplomacy tree and the Forced Vassalization skill, which is very useful to quickly gain land. Other than that, Diplomacy will make it easier to vassalize other, smaller rulers.
You have all the time in the world to get this, just focus on creating kingdoms and then vassalize your neighbors by choice or by force. Once you have the opportunity create the De jure Empire of Tibet and the achievement is yours!
