How to unlock the One of a Kind achievement in Crusader Kings III - Definitive Guide
A mythological rarity artifact can not be crafted, it can only be found. AFAIK the only way to get one is from funding an artisan/explorer with the "adventure" inspiration.
(It might also be possible to get a mythological rarity trophy artifact by succesfully hunting a legendary animal, but I can't confirm that and those legendary beast sightings seem to be much rarer than the chance to fund adventurers anyway)
To have a chance to get a mythological artifact, fund an adventurer with a high skill level (legendary or at least masterful). When he asks you what to look for, pick the option "I want to possess something truly unique". Then just keep your fingers crossed for good RNG, since even a legendary adventurer is not guaranteed to actually find a mythological artifact on a succesful adventure. If you picked the aforementioned option, he will always get something good that is tied to a historical legend on sucess, but the actual rarity level of the artifact more often is "only" illustrious or famed. Just keep funding adventurers during your normal playthrough until you finally get a mythological find. The stuff they bring back is always well worth the investment, many of them give you useful unique perks and at the very least they make a formidable present if you are already stacked with great artefacts and can't use any more, so there's no harm in just funding every skilled adventurer you can get once you have the gold to spare.
The chances to have adventurers with a legendary skill level show up as guests at your court scale with your court grandeur level. Taking the dynasty legacy "vibrant court" also helps to attract better court guests.
