Use Cadence and enter "All Zones Mode (seeded)"

If you pick up other weapons and can kill the blue dragon yourself first, that can make it easier, but I felt it was quicker to just keep restarting when I failed (you can see how quick each run was, and I wasted time in the video). It took me around eight tries to get it.

Buy the Fear scroll, and enter the teleporter. Set off a bomb under the shrines, and immediately use the Fear scroll. Hopefully you can get the red and green dragons near each other, but jump around until you can get the red dragon to kill one of the others.

While you, most likely, will just unlock this by accident, there are two easy ways to force the achievement.
1: Trapdoors. If you can handle the pressure, these are likely to have one to two minibosses. If one of these is a red dragon, you can either coax the second miniboss into getting shot, or kite said dragon to the miniboss of the floor.
2: Possess a red dragon with Chaunter, and pray you can find another miniboss before you run out of time.
