Missed on my first playthrough, bugged on my second clean playthrough (clean as in full save local/cloud save wipe).
Had just assigned my first suit points just before the area in the video (may have been the source of the issue). Followed several different guides and none worked: threw the first one straight in from the ledge, another from the left ledge, two from ground level, carried one all the way in with me, then finally jumped and threw one as we both fell in. Finished the mission, reloaded and ran it again and got it to pop first try with the same method as above.
