This is done on level one, right after you get your armor ability. You will see a big donut to your left. In front of you are 3 soldiers talking. Go ahead and mark them, get behind the donut and wait for them to stop talking. Once they do 2 of them will walk towards the donuts, you should be able to see their triangles, once one or both of them get close "use" the donut and it will fall on them.

You don't know what missiable is. You can replay any game anytime. Every missable achievement on TA is on a level on a game you could replay.
It's missable because it's a one-time event on a linear level.

This is a missable achievement in the first mission of the game, after obtaining your armor ability you will fight through a few enemies and come out to an opening with 3 soldiers talking and a donut on your left. Tag these enemies with your binoculars and after they move onward towards the donut shoot it down. It will fall face first and explode killing anyone nearby it.
