How to unlock the Tooled Up achievement in Crysis 2 - Definitive Guide
Alright guys, this worked for me and a couple others who I shared it with and seems to be a workaround for this glitched achievement as well as a way to get it early.
I was level 43 with only c4, M20 14 Gauss and x-43 Mike as weapons left to unlock. It should work with anything as long as you are at least level 39 and have at least 1 weapon unlock coins (the more you have the faster it is).
So basically, you will want to buy one of the weapons, then as soon as you have done that back out of multiplayer by pressing B until you are back in the main menu. Once you are there, load up multiplayer again and you will notice you have your weapon unlock coins and the weapon you just bought is no longer unlocked. So do this for all 3 weapons. I had to do it 2 times for all 3 weapons before it finally poped!
NOTE:
I don't know if it works if you unlock and equip (using X), so to be on the safe side I would just unlock the weapon with A and then follow the guide. Also you can do this at any level over 39 as long as you have not used up all your unlock tokens and have at least 1 weapon left to unlock. Good luck guys, hope it works for everyone as well as it did for me and my friend!
NOTE 2:
From the comments it seems this only works with the Disk version of the game and not the Games on Demand version.
Also for anyone with the Limited Edition of the game, please refer to the solution put up by "WhataLump". To sum it up, if you have the Limited Edition version of the game, you will either need to activate the Limited Edition content included in your LE copy of Crysis 2 or you will need to follow the guide put up by "WhataLump".

This achievement is somewhat misleading because of how it presents personal status data. If you check the Operative Status screen in the MP, you can see it says there are a total of 29 weapons. As far as I can tell, it is counting extra skins for weapons (such as the one from the Limited Edition) as actual weapons as well. To get this achievement, you don't have to have those extra skins. This means that number is actually wrong.
To get this achievement, you have to have all 20 primary, secondary, and explosive weapons unlocked from the Customize Equipment screens. You start with 3 of them by default (SCAR, M 12 Nova, and M 17 Frag). To unlock the rest, you must use weapon unlocks, which are gained by leveling up. Once you reach level 45, you should gain the final 2 weapon unlocks you need to complete your list and get the achievement.

NOTE: I have a friend that had this achievement glitch on him. He unlocked the weapons in an unusual order, skipping over the Hammer pistol in particular and unlocking that as his last weapon. Comparing the number of gamers that have this achievement to the number who reached level 50, looks like he isn't the only one. I do not know for certain what causes this, but it would be safest if you don't skip over weapons when choosing what to unlock.

And these are the levels at which you earn weapon unlock tokens:
5, 7, 9, 13, 15, 17, 19, 21, 24, 27, 29, 31, 33, 37, 40, 43 and 45.
MY EXPERIENCE WITH THE GLITCH: When I reached level 45, I was not aware that one of the easy ways to encounter the glitch is to use an unlock after having been in a match that ended by disconnection, rather than completion. I did exactly that, and no achievement popped. So, DO NOT use weapon unlock tokens after a disconnection.
I reached rank 50, unlocking Crysis, What Crysis?. Somewhere along the way between rank 50 and the second rank 50 (the "51" where you unlock the prestige option "Nanosuit Reboot" in Operation Status), I cleared my system cache. Clearing the cache might have been of no consequence, but I did it. Then I did the Reboot and was sent back to rank 1.
In a boosting match soon after, where I went from rank 3 to rank 6, Tooled Up popped at the scoreboard as soon as the match finished. It was the act of reaching my second level 5 and earning (not using) a new weapon unlock that de-glitched this achievement for me.
NOTE: If you see 20/22 weapons unlocked, the extra two are referring to weapon skins that unlock after you do the Reboot. If you reclimb the ladder and unlock all the weapons again, it will eventually read 22/22.

Now if you do not enter the code, from experience the achievement will not pop, no matter how much you play. There is however a way around the issue, and I've tested it on multiple peoples profiles, and this most definitely works!
The first thing you need to do is go and pick up a "standard" copy of the game. This is the first thing you need to do.
Now all the information (statistics) are held on a server, and I'm going to explain how to force the server to pop the achievement. Please note, if you don't follow all the steps, or don't want to buy a "standard edition" then please don't complain why I haven't found a way of fixing poor programming, while continuing to use your "special edition" disc.
Now firstly you may as well go straight to rank 50, then prestige as soon as you can. Ideally you want to finish boosting just before you have the option of a "suit reboot" and do that immediately (after the session...after the following steps).
Step 1 : Remove your original game save onto a USB drive, with all the campaign data progress.
Step 2 : Clear your cache. After doing these two steps it will convince your xbox it's never played the game before.
Step 3 : Recover your gamertag, ideally to an Xbox that has never previously played the game. If that is not an option it is imperative you recover your gamertag to the original console.
Step 4 : Insert "standard disc" and game on 1st insertion will create a new save file and download your statistics from Crytek's server.
Step 5 : Now reboot your suit, and play as you would have the first time, spending tokens as you wish. When you hit rank 45, try spending tokens and then pressing the back button to make use of the glitch, although in my experience it did not work after insertion of the "limited version" of the disc. This will just be plain luck if yours randomly unlocks.
Now to the bad news. Continue playing until you hit rank 50 and then proceed onto rebooting your suit for the second time. Reboot your suit immediately. Now the game after you have rebooted your suit, the achievement should pop at the start of the next game, because after the second reboot you will automatically have classes unlocked and multiple tokens (as you have magically gone straight to level 10).
I've talked 4 people through these steps, and all four now have their "Tooled Up" achievement. So follow the above steps and you'll have your achievement too, but don't complain about the level of work! I didn't say it was a quick glitch, but it is the definitive solution.
This may or may not affect the achievement for playing 6 months after first playing the game. In my case 6 months has not yet passed for me being able to confirm or deny this.

Finally, I decided what I was going to do/try:
To reach level 39 and then use the token to unlock all the remaining weapons, as described in some of these other solutions. If that didn't work, I was going to try to play the single player campaign after I reached level 50 and if it still didn't unlock, after getting all the other MP achievements, I was going to reboot/prestige.
Fortunately, none of those other measures were necessary. I unlocked "Tool Up!" without a problem, doing the token trick (spend the token and back out to the main menu). I decided to list here the exact conditions under which this happened to me:
- I had not (nor have so far) started the single player campaign.
- Therefore, I've only played MP games, mostly relay boosting and a few other game types for the miscellaneous achievements.
- I unlocked every weapon until I got to level 39 in their proper order of availability.
- My intention was to do the token trick at level 39, but because I was in a squad/lobby/party when that happened, I could not back out to the main menu at that time. So, as soon as our boosting session ended I was level 45 and then I had 3 tokens and 3 weapons left to unlock (X-43 Mike, GK8 Gauss Rifle and the C4 explosive). I had enough tokens and could have used 1 for each of those remaining weapons, but instead I decided to try to unlock them all with just 1 token, doing the related trick.
So I unlocked the gauss, went to the main menu, came back, unlocked the gauss (again) and the mike (which means I spent 2 tokens this second time), then went to the main menu, came back again and as soon as I unlocked the C4 it popped, for my joy and my friend's who was waiting to know the results of this attempt.
So here you have it guys, I've got Tool Up! with a secondhand copy of the LIMITED EDITION without the code for it.

After hours wasted boosting this game to Level 40-50 a second time, it turns out that the only way to get this achievement is to activate the Limited Edition content included in your LE copy of Crysis 2.
Learned this the hard way after wasting tens of hours boosting.
i only wanna give a tipp for this buggy cheevy which i unlocked minutes ago without having a special/limited edition of this game or used any glitch or something. Maybe it works for you as well :
i reached level 46 today and kept my last token till now ( dont know and dont guess if it has something to do with that!) and wanted to unlock the last weapon and hoped the cheevy will unlock and it does.
Why?
Maybe cause i closed the Game and deleted the titleupdate and cleaned a few times ( 7-8 times ) the systemcache and restartet the game and downloaded the titleupdate ( of course ) and spent my last token and the cheevy pops....
if you gain your last token (at level 45 i guess it was) try the same and maybe it will unlocks it for you too!

If you have the normal version disc of the game and this achievement glitched on you don't worry just keep leveling up until you max out your level on level 50.
Then go to dashboard then storage device or memory unite and go to Crysis 2 file and delete the title update, Go back to the game and download the update.
Now go to multiplayer and reboot your suite if the achievement doesn't pop after the reboot go and play 1 full game on CTR and the achievement should unlock by the end of the game.

This is not really much of a Solution, but it's more of a method that you could possibly use, if you are struggling to get this achievement to unlock.
Basically, in this Forum, I did an explanation about a good friend of mine, who was having a nightmare, trying to get this achievement to unlock, alongside this one...
This is the forum, and I've addressed it to my long-winded comment if you wish to read it...

Now I am pleased to inform you that me and my friend have actually found out something that could possibly help you with this achievement. We believe if you have tried using the above methods, but it nothing works, that if you still "DO NOT" have the "Dedication" achievement unlocked, that you should go for that achievement first.
During December 2018, I decided to help a group of people attempt to see if the "Dedication" achievement would unlock by playing a match to completion during December 2018, and then playing another full match to completion in January 2019, possibly forcing the achievement to unlock after that match.
My friend who failed to get the achievement scheduled in June 2018, participated in some matches in December 2018. He returned in January 2019 and after completing one match, he was amazed to tell me that the "Dedication" achievement unlocked for him. He then decided to stay as a body to keep the matches going. He then completed another match and he then had a shock... the "Tooled Up" achievement unlocked for him straight away!
Of-course, like with all the other methods provided, this is luck based as the online multiplayer for this game is very glitchy, which is an actual shame in my honest opinion. Should you wish to know how we did the December & January Method for the "Dedication" achievement, I will place in a link below...
Solution for Dedication In Crysis 2
Apart from all that, I wish you the very best of luck in getting this damn glitchy, annoying achievement!
This achievement has been known to be a bit gltchy, although I had no trouble with it.
As you level up in the multiplayer you'll unlock Gun Tags which mean you can purchase a new gun. Use these to buy all the primary/secondary guns and the explosives and the achievement will unlock.
You'll unlock the last Gun Tag at around level 45 and here's a list of what you need to purchase for the achievement to unlock:
- Feline [Sub-Machine Gun]

- Grendel [Assault Rifle]
- Scarab [Assault Rifle]
- DSG-1 [Sniper Rifle]
- M20 14 Gauss [Sniper Rifle]

Perks do not count toward this achievement. If by any chance you've brought everything listed above and the achievement hasn't unlocked, you may need to either play a few more games for it to register or get to level 50 and prestige. But before you prestige make sure you have brought everything. The last alternative that may fix it is to equip everything from each gun, its attachments.
Above are just ideas I'm throwing about to save you from really doing the leveling up grind all over again. If none of these methods work, then you have 2 choices. Level up to rank 45 again and buy everything again or wait for a possible patch from Crytek.
I didn’t save up tokens, I bought everything in order, I ran around with each type of weapon in the match and the trophy dropped at level 42, I didn’t even have time to buy C4, I probably need to buy all the guns first, and only then explosives and so on, but I’m not sure about that. The game version is digital.
at 43 the last one. You need to buy carefully and slowly, otherwise you will fly by, bought it, put it in a classroom, etc.
All guns will open at level 39, there are 20 of them in total: 4 pistols, 4 grenades (including a bazooka), 12 main weapons.
