How to unlock the Two Heads Are Better Than One achievement in Crysis 2 - Definitive Guide
10 minutes into the game, during Mission 2: Second Chance, you will receive your first and best opportunity at this achievement.
Upon climbing over the wall in the video, a van will drive by and a scripted conversation and scenario will being. Cloak, and sneak up behind the enemies, making sure to line up their heads. Shoot, and the achievement is yours.
If you miss, or get unlucky and don't unlock it, don't worry. Just use the same tactic in a different spot, as it's not worth replaying the mission from the start for this achievement.

Worked first try for me. But if you do miss you can always just quit to the main menu and try again since you hit a checkpoint right before this happens.

If you mess it up simply let them kill you then you revert back to the last checkpoint.

Later on in the game, you'll kill an enemy with a Gauss rifle. When he dies, enemies will spawn outside the building you're in. Pick up the Gauss rifle, and fire out the window at the enemies. They're in groups, and you don't need a direct headshot with this rifle. Aim where there's any kind of overlap between 2 enemies you can easily kill both with 1 shot.

Any info on what level this is on so people can chapter select?

Negative vote. Would be a positive if you had any more info other than "later in the game." Or what a Gauss rifle is (how do we know which guy had it?) Doesn't really help much.

If you missed the spot in mission 2 like I did, another easy location for this is right at the start of Mission 16: Eye of the Storm. Should take you no more than 1-2 mins.
Right after you get out of the water, pass the guy at the railing to your left and straight ahead of you you will see two cell guys chatting. One will be leaning up against the wall. These guys are perfectly stationary and you have plenty of time to get lined up while in stealth.
I would NOT recommend trying this while doing Stealth Assassin, although when I did it they went down instantly and I didn't get any attention whatsoever.

Mission 2: "Second Chance"
Here is a video guide I made many years ago for this achievement:

This can be gained in the 2nd level, Second Chance. You'll obviously need to go into Maximum Stealth, so that the enemies don't notice you and are not moving around. Any gun is fine to use but make sure you only shoot one bullet, so the pistol or a single shot assault rifle will be the best idea.
Line up 2 guys and aim at their heads. Shoot a single bullet to kill both of them with one hit!

In my opinion, the easiest way to make a trophy is in the Road Rage mission, almost at the beginning you will start watching the conversation between Tara and Lockhart, and so, then control passes to you. Turn on the camouflage mode, go down the stairs and in the place where Tara flew away in a helicopter and Lockhart, two cell fighters will stand opposite each other, go behind one of them (so that their heads are at the same level) and shoot with one cartridge. That’s it, yours!
It's also easy to get a second chance in the chapter:

In fact, the trophy can be made at any level. The main thing is to switch the weapon to a single shot. And you need to shoot at the head of the first fighter at eye level, because if you take it higher, the second one remains alive.

It will be easier to do it on soldiers than on aliens because... They have the awl in the right place and therefore constantly move. On the first missions, you will quite often meet soldiers standing at least two at a time and telling jokes to each other, so that’s what we need, using camouflage we get closer to them and stand so that their heads are on the same line of fire (one covers the other), to be sure you can switch to firing one bullet with the left joystick button (for example, on a Scarab or Feline machine gun) and shoot it into the attic. a couple of seconds and a trophy in the piggy bank.

In my opinion, the ideal weapon for completing the trophy is the DSG-1 sniper rifle
