Stealth kills require you to be cloaked behind an enemy and pressing the melee button when promoted.
Your detection meter on your mini map must not be red for this to count.
Having a yellow detection meter is completely okay though.
This is best done in the first mission on the easiest difficulty. Take your time to pick your targets who are alone. This is easily doable in mission 1.
If you’re having tracking issues with this achievement you may need to delete your save files both locally & in the cloud.
This can be done via your game management menu on your console.
