After doing the tutorial and playing a few game you should unlock some decks. When you are free to play normally you want to head over to the Deckbuilder and click on Buy deck slot. You may need to play a few games to get enough cash to buy one. After purchasing a deck slot each extra slot becomes more expensive and your achievement should pop.
