How to unlock the Teach a Lamb to Fish achievement in Cult of the Lamb - Definitive Guide
To be able to fish, you'll need to meet The Fisherman in Darkwood. This will happen naturally after a few runs through the dungeon. After meeting him, you'll be able to travel from your cult to Pilgrim's Passage where you'll be able to catch fish.
The fish required for this achievement are:
- Blowfish
- Crab
- Lobster
- Minnow
- Octopus
- Salmon
- Squid
- Swordfish
- Tuna
Note: I didn't need to catch a Swordfish for the achievement to pop.
To aid in getting the rarer types of fish to spawn, you can perform the Ritual of the Ocean's Bounty which is unlocked in the third tier of the Sustenance Doctrine.

Just to add that I didn't need the Swordfish either, might be bugged and get fixed later to count them as well. The game has its fair share of bugs.

There is only one place to catch fish, and that is in Pilgrim's Passage (you'll meet the Fisherman in Darkwood unavoidably, and he'll open up this location for you). Below I have listed all of the available sea creatures in the game that you can catch in this location, but read the note below the list.
Note that there are multiple reports of not needing all of the rare creatures to unlock this achievement. Specifically, many people report not needing the swordfish. I personally unlocked this achievement before catching an octopus (that was my last one from the list). Either way, you'll likely catch everything on this list while using Ocean's Bounty anyway, and will need to catch all the rare ones (except the swordfish) to unlock all the Fleeces for Transmute (30G) anyway.

The easiest way to do it is to go fishing after the ritual.
Rare fish will be caught together with common fish for two days.
